Technical Advisory Committee comprised overseas scholars and experts in elecronics in the US. The committee was established to help Industrial Technology Research Institute to develop IC industries and introduce most advanced techonoglies from abroad. On the tenth anniversary of the Electronics Research and Service Organization, the medal was awarded in recognition of Pan's contribution and achievement.
